El contrabando de artículos de prendería usada (cachina) es una mercadería prohibida por la ley Nº 27314 por ser peligrosa para la salud, y es uno de los mayores problemas que aquejan a la a agencia aduanera de Santa Rosa, esto debido a que la importación y comercialización de este tipo de mercancía está permitido en nuestro vecino país de Chile, causando un problema muy grande para la región. Las causas para realizar el contrabando de esta mercadería son: desempleo, falta de incentivos económicos, políticas de estado de nuestro país vecino, bajo nivel educativo y falta de conciencia de los comerciantes, extensas fronteras y zonas inhóspitas para el control; estas situaciones ha traído consigo el incremento de la comercialización informal de este tipo de productos, y un peligro para la salud.

Los artículos de prendería usada ingresan por la agencia aduanera santa rosa utilizando modalidades como son: camuflaje en equipo, camuflaje en asientos, camuflaje en el cuerpo, esto se da mayoritariamente en los buses que realizan la ruta de Tacna y Arica, esta mercadería va a destinar a las diferentes ferias que se realizan casi a diario en la ciudad de Tacna.

Para solucionar este problema este grupo propone lo siguientes: un sistema integrado SUNAT-DIGEMIG para identificar a las personas que realizan esta actividad constantemente, para crear un régimen gradual de sanciones; realizar una campaña educativa y de concientización; unificar criterios en el procedimiento para contrarrestar el contrabando; inclusión de personal femenino en los grupos de servicio, debido a que la mayoría de personas que realizan este tipo de contrabando son de sexo femenino; una alianza estratégica con los gobiernos locales y regionales para la lucha contra este tipo de contrabando, el cual tiene un efecto perjudicial en la actividad económica formal del País.
